Yes. Text is encoded as UTF-8, so “Héllo 👋” round-trips exactly.
What is URL-safe Base64?▼
Base64url replaces + and / with - and _ and drops the = padding, so the result can be used in URLs, filenames and JWTs. The decoder accepts both forms.
Is Base64 encryption?▼
No. It is an encoding that anyone can reverse. Don't use it to hide secrets.
